1 AP Actions
Raise Land : Creates land where there was none, either by raising it from the ocean floor or adding to the area of a plane. Affects 2 hexes. Raised hexes are Barren until affected by a Shape Land action.
Shape Land : Places a dominant terrain feature on a hex of land, or changes the dominate feature to a new one. Each hex of land may only have one dominant feature. (Ex. Forest, Jungle, Mountain, Plains, Hills). Affects 2 hexes.
Raise and Shape Land : Raises and Shapes one hex as per the Raise Land and Shape Land actions.
Bless : Increases the population of a Populous by 1.
Curse : Reduces the population of a Populous by 1.
Create Fauna : Creates and populates the world with a type of mundane animal. May be very specific, or broad enough to include an entire Family of animals (for instance, all canines could be created in the same action, or all fish. But, not fish and whales.)
Create Flora : Creates and populates the world with a type of plant/fungi. (Trees, mushrooms, ferns, cacti etc)
Teach Populace : Teaches one Populace the knowledge of an existing Concept.
2 AP Actions
Destroy Land : Sinks 1 hex of land below the sea. May not be used on populated hexes.
Beget Subrace : Creates a subtype of an existing race or monster (ex. Elves > Dark Elves. Red Dragons > Blue Dragons). Creatures created in this way may either join an existing Populous (and raise their population by 1, as if Bless had just been cast) or may form an independent Populous with a population of 1.
3 AP Actions
Greater Raise Land : As Raise Land, but affects 7 Hexes.
Greater Shape Land : As Shape Land, but affects 7 Hexes.
Greater Bless : As Bless, but increases population by 4.
Greater Curse : As Curse, but decreases population by 4.
Beget Populous : Creates one player race, or one type of monster or creature (ex. Goblins, elves, red dragons, skeletons, zombies, wyverns). A new Populous begins with a population of 1.
Create Concept : Introduces a new level of technology or cultural achievement to one Populous. Improvements are roughly linear and must be approved by Moderators. Concepts may improve the one of the scores of a Populous by 1 point permanently and cannot be undone.
4 AP Actions
Raise Exarch : Creates a mighty servant to your deity with power equivalent to DR 1. You may only control as many Exarchs as your own Divine Rank.
5 AP Actions
Create Secret Knowledge : As Create Concept, but the Concept can never be taught to another Populous without the original creator’s permission. Invalidated if another deity spends 3 AP to recreate the concept; then it may be taught as normal as per the Teach Populous action.
Craft Battle Artifact : Creates an item that grants you a +1 bonus in combat. A deity may only employ two battle artifacts at a time. Exarchs may employ one. You may borrow and lend battle artifacts, but not after combat has been initiated. It must be clear that the artifact was in your possession before the start of battle.
Craft Utility Artifact : Creates an item that either automates or provides a discount to divine actions by 1 AP. All utility artifacts must be approved by moderators before being created unless they are of an already acceptable design outlined below. Utility Artifacts may never be used to aid in the creation of other artifacts.

6 AP Actions
Imbue Artifact : Improves an artifact by granting it an additional +1 bonus to combat rolls or an additional AP charge in utility. You may mix and match battle and utility artifacts in this way.
7 AP Actions
Terraform : As Raise Land or Shape Land, but affects 18 hexes. (Ex. You could Raise 10 hexes from the ocean and shape 8 of them).
Exaltation : As Bless, but increases population by 10.
Apocalypse : As Curse, but reduces population by 10.
10 AP Actions
Create Plane : Creates an otherworldly realm. Planes may take most any form, but they must be approved by moderators before they are created. Examples include moons, asteroids or even whole new planets in the solar system, subterranean realms (like the Underdark), flying continents, or mirrored realms (like the Feywild and Shadowfell). Planes begin with 2 hexes of land with whatever terrain the creator chooses when the plane is first made. Otherwise, Planes follow all the same rules as other terrain. Special: Mirror Planes begin with 4 hexes of land, but land in this plane may only ever mirror existing land on the surface of the planet.
